This is a thread SPECIFICALLY for the top 25 breasts of all times. It is listed as such in the thread. I started this thread a while back and allowed an acception. If you read the request on the picture section it clearly says to run any R rated pictures by me if you think they are questionable.
You can PM/IM me if you want me to clarify this further or if you think a picture is questionable in the future.
