Sinatra would fit the First Lady (Nancy Reagan) angle, as well as the cryptic allusion to boots ("These Boots Are Made For Walking", by Nancy Sinatra), but he was only minor mob material, and he never controlled any major towns - I'm guessing someone like Lucky Luciano, Bebe Rebozo or maybe Meyer Lansky.
