You heard correct, my Dixie friend.
Indeed, even soldiers of the Highland regiments, that wear kilts are actually checked on parade to ensure none of them are wearing underwear.
The SM, walks round with a mirror on the end of a pole checking below the mens kilts. Its a great job, now woman are allowed in the army. Wot Wot
Of course. Its all to do with hygiene and cleanliness. As you can imagine back in the Highlands of Scotland in @1066, there was few washing machines, or indeed time to wait to dry underwear.
The less undergarments worn, the better. The men would wash and do the loo by lifting up their Kilt and walking into the sea, (Thats an advantage of an Island.
In a nutshell. Who needs 'pants' ?
Remind me to visit you during the windy season, when there are a LOT of parades, Gladiator.

is there a purpose for the lack of underwear?
if they were smart someone would come up with sewing some sort of weight in the bottom hem and then it wouldnt be as likely to fly up

Speaking of nuts... and other attachments... It would seem quite uncomfortable to run. Think about the wrong thing at the wrong time and you could give quite the wrong idea.

Would be there be much difference between dangling nuts or jiggling tits when running? :)
